It is never okay for someone to touch another person without their permission, regardless of whether they are of legal age or not. Everyone has the right to feel protected and safe.
So, yes, even if someone says “yes” initially, they have the right to change their mind at any time. If there is something you need to report, a trusted adult should be able to guide on how to report such incidents and provide support through this.
