I often go out with my boy bestie I’m 11 and he’s 11 we went to the park today and I wore a skirt we were on the bench’s I asked if he wanted to feel my private parts so he put his hand in my knickers I very quickly noticed that my legs shook and a puddle was on the floor and I felt like relief what happened

You have said that you asked your friend who is 11 to touch your private parts and then when he did, you noticed your legs shook and there was a puddle on the floor and that you felt relieved when it happened.
It sounds like you and your bestie were curious about eachother’s bodies in a sexual way, it is very normal for you to want to explore these things. The most important thing when exploring sexually, is that all people involved are consenting to this. It is important to note that in the Sexual Offences Act 2017 it states that ‘A person who engages in a sexual act with a child who is under the age of 15 years shall be guilty of an offence’. It is important to ensure you are safe and protected from harm and doing this in a public place is also against the law.
